For this delegation, he established an observatory in the French palace in the Taksim region and assigned this team in line with their abilities, and gave Kauffer the task of drawing the map of Istanbul.
Meanwhile, Ambassador Gouffier mediated for the establishment of good relations between his country, France, and the Ottoman Empire, and made efforts for these two countries to cooperate. He provoked the Ottomans against Russia and was successful in this regard.
